Scandal ended last week with the gladiators of Olivia Pope & Associates discovering that former Vice President Chief of Staff Billy Chambers is the mole they’ve all be searching for. This week, in “White Hat’s Back On,” they’re still reeling from the realization and continuing to put the complicated puzzle together.

Quinn (Katie Lowes), who seems a bit unhinged, recalls that Billy (Matt Letscher) had murdered her boyfriend with a pair of scissors and Huck (Guillermo Diaz) realizes that Charlie (George Newbern) never went through with his request to murder him. A flashback informs the viewer that Billy weaseled his way out of the kill with the promise of confidential passwords that would provide Charlie with an arsenal of blackmail information. Huck is now determined to kill the mole himself.

Defiance congregates for a meeting of the minds in the White House kitchen, as they’re trying to figure out what to do about the incriminating Cytron card that’s gone missing. It's worth nothing that Fitz (Tony Goldwyn) shows up for the meeting.

Relationship drama also continues, as Mellie (Bellamy Young) is still desperate for a way to win Fitz back. Cyrus (Jeff Perry) attempts to convince her that she’ll get her husband in the end, but meanwhile Fitz is suggesting to Olivia (Kerry Washington) that they get married and she becomes his First Lady. So, there’s that.

While Rowan (Joe Morton) and Jake (Scott Foley) are discussing Olivia, she’s trying to figure out how to take out Billy with the Gladiators back at the office. They start to believe that Samuel Reston (Tom Amandes), the scorned Governor of Maryland who let his wife take the blame for his murder of the contractor she was sleeping with, has something to do with it. Olivia is confident in the theory; her gladiators not so much.

At the White House, Cyrus has a stressful meeting with Rowan. Then, Olivia informs him about Reston, who is at that moment in a meeting with Fitz telling him that he knows all about Defiance and the election rigging. Storming to the Oval Office, Cyrus grips his arm, takes a gasping breath and falls to the floor suffering a heart attack – an unlukcy fate that seems to befall TV Chiefs of Staff (Leo McGarry West Wing Season 6). Unlike Leo, Cyrus continues to work, attempting to control the Reston situation from his cell phone in the ambulance.

The Cytron card, which is currently in the possession of David Rosen (Joshua Malina), ends up in Billy’s hands. After avowing that Olivia and company are his friends, he seems to be ultimately won over by Billy’s persuasion and his almost annoyingly rigid moral code.

When Mellie go to Cyrus’s hospital room to see Fitz, Fitz tells her about his plan to marry Olivia. Mellie, who’s approval ratings are down after her public reveal of her husband’s affair, gets the news that Fitz has found a way to get what he wants and not look like a petty womanizer in the process. His plan: After dating women his age for a while, the public will then see him “reconnecting” with old friend and confidante Olivia Pope. Not a bad plan, actually, and Mellie seems to realize this.

Olivia almost ends up completely out of the picture, as a woman spotted earlier in the episode breaks through her door with a gun poised to kill. Just in time, Jake bursts onto the scene to shoot her dead and save Olivia’s life. He reveals he’s B6-13, which apparently rings a bell to Olivia, and then disappears. Olivia tells Cyrus she knows the attack on her life was to get her out of the President’s life, but that she’s going to be with him regardless.

Meanwhile, Quinn and Huck have teamed up to take out Billy. During some gruesome torture of the mole, Huck starts to have an uncharacteristic breakdown. Not to worry, Quinn’s completely up to the task and begins to drill into Billy’s head to learn the location of the Cytron card. It also turns out that David Rosen actually gave Billy a blank Cytron card, and did the morally reprehensible (yet, good friend/career move) thing of bargaining with Cyrus to get his job back as the DC District Attorney.

The finale comes to a close with Cyrus trying to break the Cytron card, Fitz calming Mellie down, David yelling at his new assistant, Jake getting tortured by Rowan (Liv’s dad as we now know), and Olivia, fresh off the latest dramatic conversation with the president and ready for a run. And then, she opens her door to a swarm of reporters asking about her affair with the president. Well, looks like Fitz won’t be able to put his master plan into effect – and it’ll have to wait until next season to find out who leaked the juicy news.
