Arrow opens this week with Oliver/Arrow (Stephen Amell) listening in to a news report about John Nickel. Nickel has been committing arson in his buildings that rest in The Glades, otherwise known as the poor area of town. Since the DA is opting not to prosecute him, Arrow decides to take him down himself. When Arrow gets to Nickel’s residence, he finds out that he arrived a bit too late. Someone else has assumed the role of vigilante, and kidnapped the evil real estate owner.

Meanwhile, Laurel (Katie Cassidy) visits her parents and finds them continuing their efforts to locate her sister, Sarah. Although Laurel has come to grips with the fact that Sarah is most likely dead, her parents are holding on for hope; Lauren thinks they’re in denial. However, in an odd twist of events, Lauren gets a call from the Chinese Embassy. Apparently they think her sister is in the U.S. When Laurel brings her mother to meet the young woman, it’s not Sarah. Everyone is devastated all over again.

After his foiled vigilante action, Oliver eats dinner with Diggs (David Ramsey), who is doing his best to convince Oliver to give up the heroics. The conversation stops when a video showing John Nickel bound and gagged is shown to them. The unnamed kidnapper lists off Nickle’s crimes and then shoots then shoots him. Before the video ends the kidnapper promises to deliver the same fate to anyone else who inflicts injury upon the people of the Glades.

The mystery kidnaper, identified as The Savior by Diggs, isn’t done there. Another broadcast shows him with the assistant DA, who had let the man who murdered his wife get off. He then gives him ten minutes to make a case. Before Oliver and Felicity Smoak (Emily Bett Rickards) can track them down, the DA dies at the hands of The Savior. Then the Savior goes after Roy, who just admitted to Thea (Willa Holland) that he had plans to commit an armed robbery to pay off some debts.

Thea goes to tell Oliver that Roy has been taken by The Savior; Oliver then vows to save him. When Oliver/Arrow arrives to save the day, The Savior tries to convince him that they’re they same. Arrow disagrees, saying he always gives the villains a second change. When The Savior goes to kill Roy, he has no choice but to shoot him down.

The episode concludes with Oliver, Felicity and Digg together at Oliver’s Arrow hideaway. Before Oliver and Felicity get too close, he realizes that the map of the subway where he found The Savoir and Roy is identical to the Undertaking logo. The Undertaking is being led by Merlyn (Colin Donnell) – who Moira (Susanna Thompson) and Frank spend the whole episode trying to fix a botched assassination attempt on.

There was also a flash back to five years ago in the episode – when Oliver was on The Island. He and Slade are shown making a deal with Edward Ryers in which he’ll give them a way off the island, if they give him the circuit board to a missile navigation system. Fyers threatens to kill Yao Fei’s daughter if Oliver and Slade don’t give him the circuit board. When Fyers goes to have Yao Fei’s daughter killed, it’s Yao Fei that gets hit. Oliver, Slade and his daughter escape without him. However, the group soon learns that Fyers has gotten hold of the circuit board after all.

Arrow airs on Wednesdays on the CW at 8/7c.
