Rayshard Brooks
According to Fulton County District Attorney Paul Howard, Rayshard Brooks was shot, kicked, and denied medical care by ex-Atlanta police officer, Garrett Rolfe. Brooks died after being shot by Rolfe surgery on Friday night.
Ex-officer Rolfe is being charged with 11 counts including felony murder and aggravated assault with a deadly weapon.
Police answered a call on Friday about Brooks being asleep in his car in a Wendy’s drive-thru lane. Brooks failed a sobriety test, resisted arrest, and then took an officer’s taser and pointed it at the police. However, as Brooks fled Rolfe shot him in the back and one of the bullets penetrated his heart.
During a press conference on Wednesday, Howard gave numerous elements show Rolfe’s actions against Brooks were criminal. He cited a legal precedent that states officers may not use a deadly force to keep a suspect from escaping unless they have “probable cause to believe that the suspect poses an immediate threat of death or of serious physical injury.”
Howard also revealed that Rolfe did not provide Brooks with medical attention for “two minutes and 12 seconds” after he was shot. And he stated that the video from the scene showed Rolfe kicking Brooks “while he laid on the ground, fighting for his life.”
Office Devin Brosnan, who was also at the scene, is facing three lesser charges. Brosnan was placed on leave after the incident while Rolfe was fired after shooting Brooks.
